As part of the new functionality to change chart styles I found I can't create a new chart style.

Problem: We can't see what sites are currently using which themes, so any change to the colour scheme of existing charts means that the users of the sites are suddenly seeing different colour represent different things and we have no way to warn them of the changes.

Solution: Allow us to create a new theme for the charts and then that can be used going forward on sites.
