You can use {apiurl}/{version}/users with a POST method to create a user and use {apiurl}/{version}/users/{userid} with a DELETE method to archive a user.
Two things to note. Deleting (archiving) a user removes the user from all sites they have been added. Conversely, if you add an archived user to a site, the user becomes Active.
